Japan may increase its submarine fleet in response to China’s expanding navy. South Korea is upset about Beijing’s refusal to condemn North Korea over the sinking of its warship Cheonan, and about its hostility towards the joint-naval exercises in the Yellow Sea with the United States against the North Koreans.
