Stabilizing and reconstructing failed, failing and fragile nations are in the international interest. National conflicts and tragedies, whether man-made or natural, lead to the breakdown of governance and law--especially in Third World countries. When a country's institutions deteriorate, warlords, insurgents and other criminals wrest power and extend violence to citizens of other countries, as happened with terrorist attacks on New York, London, Madrid and Mumbai.
