With 18 of the 33 negotiating chapters politically blocked, the remaining three are being spread out, meaning that, if one chapter per EU Presidency is opened, there remains another 12 months to play for time in the hope that something will change. However, “something to change” means that either the Cyprus problem is somehow miraculously resolved or the French stop blocking chapters for political reasons. Frankly, neither is likely to happen and, even if the French did a U-turn, Cyprus will bring the negotiations to their knees eventually.
