HONG KONG - As the central committee of Chinese Communist Party gathered in Beijing over the weekend for its annual pow-wow, the winds of political change were blowing hard outside the closed doors of the city's Jingxi Hotel, where the four-day plenum is being held. Ahead of the meeting, Hong Kong and mainland media carried stories stating that, at long last, this would be the year when political reform would start tracking the tremendous economic transformation China has experienced over the last 30 years.
