Liberia still looks like a hellhole. But there’s electricity in Monrovia and a handful of other urban areas. School enrollment has shot up forty percent, and the country’s external debt has plummeted thanks to Sirleaf’s personal efforts with big donor countries. A tourism industry is getting off the ground; in September, Delta Airlines inaugurated the first U.S.-Monrovia flight in twenty years.
