Fear of disorder played midwife to this Coalition. Cast your mind back to those uncertain days in May after the election: it was the scenes of mayhem in Athens, as rioters protested over the Greek fiscal crisis, that focused the negotiations in Whitehall, and impressed upon politicians and mandarins alike the need to reach agreement as quickly as possible, calm market nerves, and establish a stable governing partnership.
