Pakistan itself has various carrots and sticks at its disposal. It can turn less of a blind eye to the existing sanctuaries; it can accelerate military action to more firmly establish the writ of the central government in the tribal areas; it could provide the second half of the "jaw" needed to hem in the Taliban, who are already facing increased firepower from U.S. and NATO forces on the other side of the border.
