Iraqi emigrants are starting businesses in places like Jordan, and they have both the human and the financial capital that Iraqi businesses desperately need, if only they could be persuaded to return. But easing their fears requires functioning institutions that Iraq just doesn’t have. Although everyone I spoke with offered reasons for optimism, no one sounded very convinced.
