The bane of any administration is when rhetoric falls short of actual accomplishments. The president said all the right things during his trip to Brazil, but he needs to put in place a structure that will take words and translate them into concrete policy recommendations. Otherwise, Rousseff's warning about "empty rhetoric" will become a self-fulfilling prophecy.
