Is Assad Capable of Reform?

In a brief address before Syria’s Parliament on Wednesday, President Bashar al-Assad declared that he was still for reform, but insisted that the first priority was to combat a “conspiracy” that was responsible for the bloody protests in his country. The speech came the day after the president dismissed his cabinet.
