It became evident that we were about to enter a new era in civilian-military relations when Chief of General Staff Gen. Işık Koşaner resigned. The way events unfolded within the few hours following his announcement demonstrated that Turkey is not being governed by tribal rules. Democratic rules are in effect in this country, and all institutions and individuals need to be bound by them.
