Heffer is wrong to suggest that strengthening European economic governance is capitulation to Germany. It would be unrealistic to expect the largest European power to have little say in the European course of events. But in the EU, Germany has to negotiate and compromise with other member states, even states as small as, and at times as stubborn as, Slovakia, Estonia or Cyprus. This is why so many Germans wonder whether European integration is good value for their money.
