Ten years on, America and its allies have alighted on a strategy for Afghanistan. They are dressing up defeat as victory and heading hotfoot for the exit. There is something indecent about the way this has become a forgotten war. Young men and women in uniform are still losing lives and limbs to the Taliban. Casualties among civilians are much higher still. So what became of the grand plan to build a new Afghanistan that would bring democracy to its people and keep us secure at home?
