Stephen Harper will change now that he has a majority, we were told. The opposition is divided, inexperienced and leaderless. The prime minister's control of his party and government are absolute. There's no need for bare-knuckle politics. No cause to savage opponents. No reason to mangle constitutional principles and basic norms of good government.
