WHEN the Lisbon Treaty was signed without a referendum one of the chief Conservative complaints was that it massively extended the number of areas of European Union policy which were to be decided via “qualified majority voting”.

National vetoes were abolished in 61 areas ranging from energy policy to foreign policy, removing Britain’s ability to block moves towards extending Brussels control.
