Politicians sometimes like to tell themselves, as their countries count the cost in wasted blood and treasure, that some wars happen "by accident". That was how former British Prime Minister David Lloyd George explained the epic slaughter of the First World War, for example, writing that governments that had hoped to avoid war had found themselves "backing over the precipice".
