Barring a huge upset in the July 1 presidential election, the Institutional Revolutionary Party, or PRI, will return to power in Mexico. It will bring some much-needed change — and some baggage that means trouble both for Mexico and the United States. The PRI, after all, is the party that became synonymous with corruption and decay as it ruled Mexico for much of the last century.
