The furore over a proposed intelligence pact between South Korea and Japan a few days ago is being described as "a fiasco," but it is also a picture of the care these governments must take navigating their fraught relationships with rising China and traditional ally the United States.

For both Japan and South Korea, booming China is now an indispensable economic partner.
