Now it’s clear that Russia’s position relative to China’s has weakened substantially over the past 20 years. I would note, though, that is something that is true of essentially every country. China has been developing at a historic rate and has grown so prodigiously that its growth has fundamentally restructured vast swaths of the world economy. Russia is hardly an outlier or a poor performer for falling behind China.
