Next year will mark the 25th anniversary of the fall of the Berlin Wall. But Europe’s post-Cold War transition is still a work in progress. Just a month ago, Croatia, which gained independence following the break-up of Yugoslavia, joined the European Union. And now the EU candidacy of a larger and more important country, Ukraine, is in serious jeopardy.
