If there was any doubt that Russian President Vladimir Putin was a 21st century tsar, it has been put to rest with his new anti-gay legislation. Putin’s thuggish behavior was laughable as long as it was confined to bare-chested salmon fishing, but now he has singled out a segment of his own population for bullying and persecution. The civilized world must draw a line.
