It may be that the charter of Quebec values never becomes law. It may be that this is a trial balloon, a little late-summer silliness, a taunt, tease or test, with no purpose but provocation. But even if the charter never passes, this exercise has been useful. It says something about Quebec and its politicians, and Ottawa and its politicians. Consider this an early lesson as Canada’s political class prepares to return to school.
