Iranian President Hassan Rouhani's ploy to persuade skeptical Western leaders that he is seeking a diplomatic rapprochement appears sharply at odds with the some of the policies currently being pursued by his government in Tehran. After the clever public-relations offensive that Mr. Rouhani mounted at last week's U.N. gathering in New York, which culminated in a phone conversation with U.S. President Barack Obama, expectations have inevitably been raised that Iran is serious about taking a more constructive approach to negotiations over the future of its nuclear program.
