Germany must do a lot more to preserve and protect the liberal global order. That order will also be opened up to the rising powers, who must be more equitably represented in international institutions. But they, too, need to take on greater responsibility. Germany, with its strong trade relationships with China and others, has a special role. It can, and should, contain those rising powers that challenge the global order, for example by diversifying its trade, or supporting competitors.
