Some may argue that the Indo-Pacific is too broad a term to denote a meaningful strategic system, but it does have clear organizing principles tied to the pattern of interactions of great and rising powers. One such principle flows from the critical needs of China and other East Asian economies for energy, resources and trade across the Indian Ocean. Another is India’s emergence in the Pacific. And a third is the critical strategic role and presence of the United States in both.
