That money and assistance should only go to those in danger of falling apart completely and doing serious harm to everyone around them. As an approach to dealing with, say, a friend who has fallen off the wagon and is asking for a few hundred bucks to pay the rent, this turns out not to be so simple. But in relations between countries, it has become the dominant, and sometimes only, philosophy.
