The president remains in charge of foreign policy. He won’t abandon policies he’s pursued out of deep conviction for six years simply because Harry Reid is no longer Senate majority leader. The best the new majority in Congress can do is to try to limit the damage.
The first thing to do is to reassure America’s disappointed and/or frightened allies that the United States can and will come out of the cul de sac into which Obama has led it.
