UK Moves Toward the End Game on Europe

LONDON — The issue was barely featured in an election focused on the economy, health and the impact of rising nationalism in Scotland. But Britain’s membership in the European Union — and therefore its place in the world — is now on the line, and the issue seems likely to keep politics unstable here until it is resolved through an “in or out” referendum pledged by Prime Minister David Cameron.
