International summits are really two parallel events: formal proceedings in a conference room and a whirl of bilateral meetings outside. So it will be with the G20 economic leaders' summit in Osaka, Japan, on June 28–29. The meeting between the U.S. and Chinese presidents—assuming it happens—will likely draw as much attention as the discussions around the table.
