Four years after the assassination of President Jovenel Moïse, accountability is still incomplete. Yet international reporting on Haiti continues to foreground outputs: workshops on gender and youth participation, deployments, and decrees. International organizations, including the United Nations, and the donor community measure what they do. Meanwhile, the Haitian public measures what actually changes.
