Gaza's Peace Plan Can't Buy Its Way to Disarmament

Every plan to end the war in Gaza asks the same question: how much will it take to make Hamas give up its guns? That is the wrong question. Hamas's arsenal was never for sale, because it was never a product. Rather, it is insurance, and Gazans are not willing to cancel the policy while the building is still on fire.
