The interviews were conducted between 2014 and 2018 by the Office of the Special Inspector General for Afghanistan Reconstruction, or SIGAR. The agency was created by Congress to investigate fraud and waste, but it used the interviews for a special project, titled â??Lessons Learned,â? to diagnose policy failures from the war.
